Sexual-Harassment Cases May Now Hinge on What Colleges Could Have Prevented

When the University of Georgia gave Tony Cole a full scholarship to play basketball in 2001, he had already been dismissed from a community college where two athletics-department employees had accused him of sexually assaulting them and had been cut from another college team for disciplinary problems.
