Senate Votes to Loosen Stem-Cell Restrictions

The U.S. Senate voted last week to loosen President Bush's restrictions on federal financing of stem-cell research, but by a tally short of the two-thirds majority necessary to overcome a veto promised by the president. Mr. Bush vetoed a similar bill approved by Congress last year.
