Senate Passes Bill Increasing NIH Budget by 17% but Not Raising Top Pell Grant

News was mixed for colleges last week as Congress cranked up the budget-setting process for the 2002 fiscal year, which began October 1.

Research programs at the National Institutes of Health and the National Science Foundation fared well. But to the dismay of college lobbyists and student advocates, the outlook for the federal student-aid programs in 2002 dimmed considerably.
