Senate Panel Proposes No Change in Pell Award and a Tiny Increase for NIH

The maximum Pell Grant would remain level for the fifth year in a row and the budget of the National Institutes of Health would rise by less than 1 percent under a spending bill for 2007 that a U.S. Senate appropriations subcommittee approved by a voice vote last week.

The Republican leaders of the panel said the bill reflected tight constraints on all federal spending.
