Senate Democrats Weigh In on College-Cost Debate
Democrats in the U.S. Senate have proposed penalizing states that cut spending on higher education, as an alternative to a Republican plan that would place the blame for rising tuition squarely on colleges.
Under the Democratic proposal, students who live in states that reduce spending on colleges by more than 10 percent in one year would be ineligible for $15-billion worth of increases in federal financial aid and tax relief that the plan would create.
