As one of its last actions before adjourning last weekend, the U.S. Senate confirmed Dana Gioia to a second four-year term as chairman of the National Endowment for the Arts, the federal agency announced on Monday. The first term of Mr. Gioia, a poet, critic, and former business executive, was noted for the arts endowment’s release of a report that decried the decline in literary reading among Americans.
