Sen. Specter to Remain Head of Education Panel
Sen. Arlen Specter announced this month that he would return as chairman of the Senate appropriations subcommittee for education and health programs, even though he said last October that he would leave the panel.
College and research lobbyists rejoiced that Senator Specter, a Pennsylvania Republican and leading advocate of federal support for student aid and biomedical studies, had had a change of heart.
