Sen. Lieberman Urges Increase in Pell Grants

Sen. Joseph I. Lieberman of Connecticut, a candidate for the Democratic presidential nomination, called for the federal government to spend more money on Pell Grants and for colleges to share information on their enrollment and graduation rates, as he unveiled his higher-education platform last week.

The centerpiece of his proposal is to increase the maximum Pell Grant to $6,150 in 2004-5 from $4,050 this year. Mr. Lieberman wants to raise the grant to $7,760 in 2008-9. To pay for the
