Sen. Kerry Unveils Plan for Colleges

U.S. Sen. John F. Kerry, who is seeking the Democratic presidential nomination, has released his higher-education platform. It calls for better preparation for students entering college, more money to help families pay tuition, and incentives to make colleges more efficient.
