Sen. John F. Kerry has proposed an overhaul of the federal government's guaranteed-student-loan program, a step that the presumptive Democratic presidential nominee said would put an end to the "windfall" that lenders now receive and would pay for his plan to expand the AmeriCorps national-service program to help students afford college.
