Scientists Question Shift of Funds
University officials are worried about the Bush administration's plans for managing a proposed surge in federal spending next year to study bioterrorism defense. The administration wants to move all of the $1.748-billion in funds that were originally destined for the National Institutes of Health into the budget of the proposed Department of Homeland Security, which some academic scientists fear may lack the expertise to set the research agenda.
