Rutgers U. Earmark Becomes Issue, and Irony, on N.J. Campaign Trail

Several earmarks for an academic institution in New Jersey have become an issue in two Congressional campaigns there, as U.S. Rep. Robert E. Andrews has been accused of improprieties for directing more than $2-million in funds to the Rutgers University School of Law's Camden campus since 2001. His wife, Camille S. Andrews, is the associate dean of enrollment and projects at the law school.
