Russian University That Was Closed Before the Election Is Allowed to Reopen

Fire inspectors have allowed European University to reopen here after ordering it to close several weeks before Russia's March 2 presidential election, citing 52 fire safety violations.
The university had been planning a vote-monitoring program, with support from the European Commission, and Russian opposition politicians, professors, and students said the use of fire-safety violations was a pretext to halt independent scrutiny of the elections (
