Russian University Allowed to Reopen
Fire inspectors here allowed European University to reopen after ordering it to close several weeks before Russia's March 2 presidential election, citing 52 fire-safety violations.
The university had been planning a vote-monitoring program, with support from the European Commission. Russian opposition politicians, professors, and students said the use of fire-safety violations was a pretext to halt independent scrutiny of the elections.
