Russian President Urges Cooperation to End Brain Drain; Survey Finds New Zealanders to Be Most Literate; Conference Cancelled Over Arab-Israeli Dispute
President Vladimir V. Putin of Russia is calling for new cooperation between scientists and his government to end a brain drain.
He acknowledged in a speech last month that 30,000 researchers have left the country in recent years.
