Russia Plans a System of Elite Universities and Business Schools
The Russian government has begun to overhaul its university system through the creation of elite business schools, and a slate of megauniversities that are better financed but less free than before.
Two of the country's oldest and most highly regarded educational institutions, Moscow State and St. Petersburg State Universities, soon will be designated "federal universities," a new category that conveys new privileges.
