Russia Cracks Down on Substandard Colleges
Russian higher-education regulators have begun a campaign to revoke the operating licenses of the many private and small state colleges that popped up in the 1990s, using fire and safety violations at their buildings as a justification.
The campaign began after a fire last month killed 10 students and injured about 50 more in a private business college in Moscow where the emergency exits were blocked because the college had rented lower floors for office space.
