Rule Would Exempt Colleges From Costly Eavesdropping Requirement
Colleges will not have to re-engineer their computer networks to permit federal agents to eavesdrop on Internet-based voice conversations, according to a tentative decision in August by the Federal Communications Commission.
Higher-education groups had expressed concern that the commission would require such re-engineering, which could cost colleges millions of dollars (The Chronicle, April 23).
Three federal agencies had petitioned the commission to force Internet-service
