Rocking the Republican Boat
A congressman takes on his own party in Pell Grant fightRep. Ric Keller, a Florida Republican, can hardly be called a maverick. Indeed, the second-term member of Congress votes with the White House and Republican Congressional leaders at least 95 percent of the time.
But on one issue, he has refused to toe the party line.
