A congressman takes on his own party in Pell Grant fight

Rep. Ric Keller, a Florida Republican, can hardly be called a maverick. Indeed, the second-term member of Congress votes with the White House and Republican Congressional leaders at least 95 percent of the time.

But on one issue, he has refused to toe the party line.

Over the past several months, Mr. Keller has been working hand in hand with Democratic lawmakers in an effort to prevent the U.S. Education Department
