Researchers Square Off on State-Based Merit Scholarships
State-based merit scholarships, which have been roundly criticized for subsidizing the college costs of rich families, have benefited many financially needy students as well, college officials and policy makers were told at a two-day conference on merit-based aid here last month.
The event, sponsored by the National Governors Association and the State of West Virginia, revealed the growing divide between advocates for needy students, who largely oppose merit programs, and politicians
