Research Universities Face Rising Enrollment and Declining Support

Public research universities rely on state funds for a share of their operating revenue, most of which supports their education function. In a new report, "Diminishing Funding and Rising Expectations: Trends and Challenges for Public Research Universities," the National Science Board examines data on state support for 101 major public research universities that were either among the top recipients of academic research and development money in the country or the leading recipients in their state. From 2002 to 2010, enrollment increased 13 percent on average, but state support has failed to keep pace. As a result, state funds per enrolled student dropped an average of 20 percent nationwide over that time period.
