Research-Agency Officials Question White House's Review of Basic Science
The Bush administration has begun sifting through federal programs with one overriding question in mind: Are they producing results for the money? But top budget officials concede that it can be difficult to measure results from spending on science, an inherently unpredictable enterprise that can take years to spawn practical discoveries.
