Reporting Crimes on Campuses

An essay by Terry Hartle of the American Council on Education blames the federal Clery Act for the widespread public perception that college and university administrators cover up campus crime ("Toward a Better Law on Campus Crime," The Review, January 12). This is like blaming the F.B.I.'s crime-reporting program for the horrendous national crime rate, which is consistently subject to falsification by local and state governments.
