Report Questions San Jose Plan for Joint City-University Library

Budget analysts for the California Legislature recommended last week that the state not pay its share of a proposed $171-million library that would be jointly owned and operated by San Jose State University and the city of San Jose.

The controversial library is not needed, is too costly, and "raises several important operational and ownership questions," according to the Legislative Analyst's Office. The
