The Education Commission of the States’ High School Policy Center has published a short report, “Dual Enrollment: Policy Issues Confronting State Policymakers,” that describes why and how more states are establishing dual-enrollment programs, in which high-school students take college-level courses and earn college credit. The eight-page report says such programs reduce remediation rates once students get to college, increase the academic rigor of high schools over all, and enhance the alignment of high-school curricula with college standards. As examples, the report cites dual-enrollment programs in Florida, Minnesota, New York, Utah, and Washington.
