Report Criticizes Civil-Rights Office
The Education Department's Office for Civil Rights has actively discouraged colleges from using race-conscious policies that are legally permissible and necessary to close achievement gaps, according to a report released last week by the NAACP Legal Defense and Educational Fund.
The report was issued on the second anniversary of two landmark decisions by the U.S. Supreme Court on race-conscious-admissions policies at the University of Michigan.
