Report Calls for Increased State Support of Need-Based Aid Programs
How much money states provide their need-based aid programs plays a bigger role in influencing the college-going rates of high-school graduates than several other factors, including the cost of public-college tuition.
That's according to a recent study by the Lumina Foundation for Education, "Expanding College Access: The Impact of State Finance Strategies." It recommends that states increase spending on need-based aid to help improve college participation, especially among students
