Regulating GEAR UP

Your recent article on the GEAR UP final regulations missed a number of key points ("Colleges Slam U.S. Rules for GEAR UP Program," May 5).

First, GEAR UP scholarship funds are designed to aid the disadvantaged students who participate in early-intervention programs and succeed in reaching college.
