Quebec Is Leader in Canadian Ranking
Quebec has taken over the top spot in a Canadian research group's annual ranking of how committed the country's provincial governments are to higher education. Quebec nudged British Columbia into second place in the tally, published in March by the Canadian Center for Policy Alternatives. Once again, Ontario finished at the bottom.
Newfoundland has improved the most, advancing three places, mainly because of the government's rollback of tuition fees and a freeze on community-college
