Protesters at U. of Oxford Plan Rally Against Tuition

A small protest over tuition at the University of Oxford has spawned what is expected to be a mass demonstration this week against the government's imposition of fees.

For the first time in two decades, new students entering British universities this year were required to pay tuition. The Labour Party government said the annual fee, of about $1,600, was needed to insure the quality of postsecondary
