Proposed New NCAA Rules Fall Short of the Reforms We Need to Make

The current proposal ("N.C.A.A. Basketball Panel Seeks Changes in Academic and Recruiting Rules," July 30) is simply the latest in a long line of offerings, not one of which addresses the fundamental issue: the admission to college of athletes, especially basketball players, who have no interest in the education that the university purports to offer as its fundamental function.
