The Chronicle's coverage of the Clinton Administration's budget request for academic exchanges in fiscal 2000 reports the highlights without revealing the less-attractive reality of the request ("Clinton Seeks Increase for Academic Exchanges," February 12). While it is true that the Administration is seeking a $9.8-million increase over the current year's appropriation, ... it is not the case
