Poverty, fickle foreign aid, and overwhelming demand have hampered the otherwise remarkable recovery of universities
Naheed Aziz gets up each day well before dawn and dresses quickly in the frigid darkness. The Kabul suburb where Ms. Aziz, 20, lives with her parents and three siblings doesn't receive electricity until 6 or 7 in the morning, and Ms. Aziz wants to arrive at her first class, at Kabul's new International University of Management Sciences, by 5:45 a.m.
