Oregon State University struck a deal in July with a private company to recruit and educate foreign students in a college-preparatory program. It was the first American college to do so, but it probably won't be the last.

Over the past decade, such partnerships have become commonplace in other English-speaking countries. About 20 percent of Australia's foreign students come into the country through these preparatory, or pathways, programs. In Britain, universities are regularly
