Federal assistance to District of Columbia residents is at risk of sinking into debt

Last fall Grant M. Stockdale saw the younger of his two sons, Sam, off to the State University of New York at Stony Brook. The Stockdales, who live in the nation's capital, might have expected to pay $10,300 in tuition, the annual cost for out-of-state students.
