Plans for Constitution Day May Soon Be Unveiled
Colleges may know by next month how they are supposed to celebrate Constitution Day.
At a hearing on Capitol Hill last week on the president's 2006 budget request, Sen. Tom Harkin, Democrat of Iowa, asked Margaret Spellings, the education secretary, to have her department provide, by April 5, its plan for carrying out Constitution Day on September 17.
Mr. Harkin said he was speaking on behalf of Sen. Robert C. Byrd, Democrat of West Virginia, who was absent. Last fall Senator
