Plan Would Create 'Excellence Clusters' of German Universities
A German plan to promote excellence at a group of universities cleared an important hurdle last month when leaders of the federal government and Germany's 16 states agreed to let the program proceed.
The plan has been widely seen in Germany as a program for elite universities, although government officials say their intention is to promote excellence, not elitism. Chancellor Gerhard Schröder's Social Democratic Party proposed the plan, which would funnel an additional $2.3-billion
