Pilot Program for Pell Grants
To the Editor:
I was very disappointed to read about the American Council on Education's efforts to stop a Clinton-administration proposal to explore new ways of packaging federal financial aid ("Proposal on Pell Grants Draws Colleges' Ire," January 14). The idea of the proposal is to test the concept of "front-loading" Pell Grants, so that students would get more grant aid and less loan aid during their first two years of college.
