Pentagon Names Education Chancellor

The Pentagon has named Jerome F. Smith, Jr., as its first chancellor for education and professional development, charged with improving Defense Department programs that focus on postsecondary training of civilian employees.

Mr. Smith, who was sworn in this month, will be responsible for the quality of about 20 programs and institutions under the Defense Department -- including, for example, the Defense
