Pennsylvania Surprises Colleges by Letting U. of Phoenix Open Campuses in State

The University of Phoenix could open campuses as soon as this fall in Philadelphia and Pittsburgh, following the approval of its licensure application this month by Pennsylvania education officials. The decision surprised many college officials in the state, and raised concerns about the future of postsecondary education in those two cities. |
