Pennsylvania Governor Proposes Grants for Colleges With High Graduation Rates
In his budget plan released in February, Gov. Tom Ridge of Pennsylvania proposed a $6-million program to nudge colleges to have students graduate within four years.
But many public-college officials said last week that the Republican Governor had set the bar too high for most of their institutions to take advantage of the money. They said the grants would largely help the state's 99 private colleges instead.
