Penalties Proposed Against U. of California for Security Breaches at Weapons Labs
A Presidential advisory council and the House of Representatives have separately proposed measures that would hold the University of California financially accountable for any future security breaches at the two nuclear-weapons laboratories it manages for the federal government.
A panel of the President's Foreign Intelligence Advisory Board released a report last week that recommended penalizing the university
