Paying Twice to Educate New York Students
To the Editor:
In the state of New York, in order to receive a high-school diploma, every student must take and pass a battery of tests ... known as the Regents ("Mayor Asks That CUNY Outsource Remediation," May 11). The passing of these tests supposedly assures that New York students who are college-bound will not need remedial education. ... Why then is Mayor Rudolph W. Giuliani concerned about providing City University of New York students with remedial education? ...
