Panel in Japan Urges Major University Reforms
An advisory panel in Japan, in a report submitted to Education Minister Akito Arima last week, called for sweeping changes in the country's higher-education system.
The University Council said that reforms were needed to insure that Japan would be able to compete internationally in the next century. The group's report urged the ministry to improve the quality of education and research, strengthen decision
