Panel Revising Higher-Education Rules Fails to Agree on Several Key Issues

A panel charged with negotiating 14 regulations that govern colleges' eligibility for federal financial aid failed to reach consensus on several key issues, including how colleges can compensate student recruiters and how providers of vocational education must measure whether their graduates have achieved "gainful employment."
