Panel Endorses More Scholarships for Women

Football players would get an extra game and female athletes more scholarships under rules changes approved last week by the National Collegiate Athletic Association's Division I Management Council. The panel, consisting of athletics administrators, also announced plans to give basketball coaches more time with their players.

The council does not have the final word on rules changes. Its actions face a vote by the college presidents who make up the Division I Board of Directors, which
