Oxford May Enroll More Foreign Students

British undergraduates could eventually be outnumbered by foreign students at the University of Oxford, according to a newspaper's account of an internal report produced by the institution's governing council.

According to The Times Higher Education Supplement, the unpublished report suggests "that the number of home students should be cut from this September by one percentage point a year over the next five years to create more places for foreign undergraduates."
