Contracting out the job causes major headaches for one community-college district

For many community colleges, managing computer networks and information technology is a real challenge. But California's Peralta Community Colleges District chose an approach that has turned out to be more trouble than it had bargained for.

In 2000, Peralta, in Oakland, hired a technology-outsourcing company to plan for a major overhaul of the district's computer networks and financial systems.
