Outcast Fraternity at Chapman U. Once Thought It Was a Shoo-In

Chapman University’s refusal to recognize a new fraternity chapter has led to an unusual complaint accusing a dean at the California institution of violating a federal student-privacy law. The oddest thing is that, at one time, the fraternity’s would-be members thought they had won clear support from administrators.
