Opposition Mounts to Lottery Measure on South Carolina Ballot

Opposition to a lottery referendum on the November ballot in South Carolina is gaining momentum.

The lottery, a centerpiece of Gov. Jim Hodges's agenda, would bring in an estimated $150-million in annual profits and pay for a variety of education programs, including college scholarships.

But opponents of the measure say voters know very little about how the lottery money would be spent. Legislation that put the referendum on the ballot didn't spell out
